Steps in the Process of Approving a Plan with the Local Authority
Details of the steps in the process of approving a plan with the Local Authority, which documents are required, how to open a plan file, obtaining an expert opinion, the deposit period, and more.
Preparations for opening a file
- Go to the Planning Information Department - to schedule an appointment with the department - click here and request information about the plan from the information checker and if necessary, contact the regional architect in the City Planning Department to promote a new plan (Safra Square, Building 1, 4th floor).
- The meeting is in order to receive explanations about the plan approval process, to receive instructions on the planning aspects related to the area subject to the application, to receive instructions on the documents required to advance the application, and to determine the need for a tour of the area. The architect of the plan will coordinate by telephone the date of the meeting with the regional architect in the City Planning Department.
What should be brought to the meeting?
- Pictures.
- Proof of ownership of the land.
- Approved building permits of the area subject to the application.
- Details/documentation of existing construction offenses in the area.
- Area measurement plan.
Opening a plan file
The submitter of the plan must submit all the listed documents in a uniform structure for the plan - the Mabat procedure - and ensure that the instructions have been followed in full.
To the topObtaining an expert opinion
Obtaining an expert opinion for a plan from municipal or other divisions should be performed by a regional architect via the municipal digital systems. In the case of the opinion finding any problem in the plan, the regional architect must indicate this in his/her summary and present the comments to the architect of the plan and to the Digital Planning Control Department (Safra Square, Building 1, 4th floor). The architect of the plan should arrange a meeting with a planner in the Digital Planning Control Department via the secretary of the Department. The meeting can only be arranged after receipt of a written request from the regional architect of the City Planning Department. All the documents specified on the website in the planner’s guide should be brought to this meeting.

The Digital Planning Control Department will check the corrected plan documents and detail comments, if necessary. If all is in order, the regional architect in the City Planning Department will collate the notes and write the opinion of the City Engineer for submission of the plan to the Local Committee for Planning and Building.
To the topDiscussion at the Local Committee for deposit, issuance of minutes and dissemination of decisions
The Local Committee will make one of three decisions:-
- Deposit of the plan - means the plan is fitting and agreed on by the committee members.
- Depositing the plan with conditions - meaning that the architect of the plan will have to correct the faults in the plan that the committee has pointed out and only then will it be possible to continue the process.
- Rejection of the plan - the plan is rejected and will not continue with the
The committee coordinator in the City Planning Department, will write and produce the minutes of the Local Committee and send the decisions by registered mail to the plan developer/plan architect/landowner, in accordance with the details provided when the file was opened. To the topProviding guidelines for amending the plan based on the decisions of the Local Committee and/or transferring it for discussion to the District Committee
The plan architect can receive instructions on how to revise the plan based on the decisions of the Local Committee, from the plan editor in the Planning Control Department. If the Local Committee requested an expert opinion or required a significant change in the construction format, the plan architect will receive a letter from the Planning Control Department outlining the steps that must be taken to continue with the process. After carrying out the necessary, the plan architect will receive the plan documents with instructions on how to revise them according to the decisions of the Local Committee. If the Local Committee did not request special/complex requirements, the plan architect will receive the plan documents with instructions on how to revise them.
A plan submitted under Amendment 43 may not be amended after discussion at the Local Committee and must be forwarded as is for discussion at the District Committee.

The minutes of the District Committee will be published by the District Planning Bureau, Ministry of Interior. After publication, the committee's decisions will be recorded in the municipal computer system by the Digital Planning Control Department. The plan architect will receive instructions for revision of the plan. It will be forwarded to various parties for the purpose of the actual deposit.

The publication of the plan deposit is intended to inform the public that the plan is open to review and that anyone who sees himself harmed by what is stated in the plan can object to it and try to influence its final form and may even persuade the planning committees to reject it.
The deposit period/objection period is the dates on which the plan can be reviewed and an objection submitted to it.
Review of the program
Immediately after the actual publication of the publication for deposit and the transfer of documents indicating this, the plan will be displayed in the Local Committee offices and the District Committee offices and can be accessed and reviewed during reception hours at the Information Department in the Jerusalem Municipality and in the District Committee offices.
Deadline for filing objections
An objection to the plan may be filed within two months from the date on which notice of its deposit is issued. The determining date for the end of the two months is the later date of the publications in the 3 newspapers.
How to file an objection
An objection to the plan with local authorization can be submitted on the attached form. (I DON’T KNOW WHERE THIS FORM IS). An objection to the plan must be filed at the Local Committee offices, with the Local Committee coordinators, with a copy to the District Committee offices. A written objection must be filed, detailing the reasoning and accompanied by an affidavit verifying the facts on which it is based.
Registration of objection
The coordinator of the Local Committee will receive the objection, check whether it was submitted in accordance with the provisions of the law, and register its details in the municipal system.

At the end of the deposit period, the Local Committee coordinator will coordinate the objections and forward them to the regional architect in the Planning Department for the purpose of writing an opinion from the city engineer.

If objections to the plan have been submitted, the opponents and initiators of the plan will be summoned to a discussion at the Local Committee to present their arguments.
The coordinator of the Local Committee will send the decision of the Local Committee by registered mail to the developer/architect of the plan and the landowners of the plan in accordance with the details provided when the file was opened. The plan architect will receive instructions from the plan inspector at the Digital Planning Control Department as to whether the plan needs to be revised and how. The plan architect should forward the revised plan with the requested number of copies and, if it is found to be in order, the process of publication for validity will begin.
Publication of the plan for validation
The publication of the plan for granting validity is intended to inform the public that its approval process has ended.
