The goal of the Educational Psychological Service is to promote the welfare and mental health of the students in the city's education system. This mission is realized by the work of the Educational Psychological Service, at the level of the education system and the community, both individually and in the family, in routine and emergency situations. The Educational Psychological Service in Jerusalem is comprised of 10 regional stations scattered throughout the city, which serve the various educational institutions in the geographic area nearby.

The Educational Psychological Service is part of the Education Administration of the Jerusalem Municipality, and is professionally subsidiary to the Ministry of Education and the Psychology Division of the Israeli Psychological Counseling Service.
The Educational Psychological Service focuses on the overall concept of emotional development, social functioning and adaptation to society and its values, while trying to contribute to utilizing the abilities of each and every child. The service is intended for students, parents, and educational staff members in kindergartens, elementary schools, and junior high schools in the city, and works in cooperation with the community institutions. In the outlook of the Educational Psychological Service, the overall and systemic view is combined with an individual view of the child and his family.
The work of the Educational Psychological Service is expressed by assisting educational staff in early detection and in psycho-educational intervention adapted to the needs of the child, the family and the educational system. In addition, the educational psychologist is a partner in shaping the educational framework in everything regarding the well-being and mental health of the children who study in it. The Educational Psychological Service has permanent representation in the placement committees, eligibility committees for integration, and other municipal committees.
On the municipal level, the Educational Psychological Service cooperates with its partners in the Jerusalem Municipality (social welfare, advancing youth, Regular Visits, etc.) and with partners in the Ministry of Education (advisors, supervisors) and the Community Support Center, for thinking, counseling and learning in tandem.
