Legal Advisor

The legal work at the Jerusalem Municipality is one of the most challenging that there is in the public sector, because of the unique nature of Jerusalem - which produces especially complex, interesting and unique legal issues. The Jerusalem Municipality's legal department is in fact the largest law firm in Jerusalem, and employs 70 attorneys and another 17 interns who deal in all areas of law.
The Legal Advisor Division is divided into various areas:
Municipal Claims Department - headed by Adv. Haim Nargassi
The Municipal Claims Department coordinates under its realm of responsibility the enforcement of the Planning and Building Law, the Business Licensing Law, the Maintenance of Cleanliness Law, the Public Health Ordinance, the Free Compulsory Education Law, the Free Land Law for issuing parking and gardening orders, the Forest Ordinance, dangerous structures, placement and parking of vehicles, maintaining order and cleanliness, business opening and closing hours, signs, as well as enforcing all other municipal bylaws.
Department of Consulting and Legislation
The Department of Consulting and Legislation is responsible for providing ongoing legal advice to the Municipality’s administration, the City Council, the municipal departments, municipal committees and municipal corporations in a variety of legal areas, including constitutional law and administrative law, real estate law, laws regarding property tax and levies, contract law, tender law, labor law, disciplinary law, planning and building law, election law, education law, and more.
Litigation Department - headed by Adv. Ronen Winick
The Litigation Department of the Legal Advisor Division is responsible for handling all legal proceedings in the various courts of law, including the Magistrate's Court, the District Court, the Supreme Court, the Labor Court, the Disciplinary Court for Local Authority employees, and Appeals Committees of various types.
