Application for a business license

 

License for business, signage, facilities

Online business license application form

Intended for business owners who already have all of the material required for submitting an application.

An application must be submitted in the following cases: new business, license renewal, placement of facilities, signage license, change of ownership, additional company director, the leaving of a company director, change in the name of a business owner, change in the company’s management, change in the essence of the business, change in a licensing item, change in the physical area of the business, change in the company name as registered with the Registrar of Companies and the sale of rights to another company.

General Requirements for Business License Application

  1. Business license application form
  2. Photocopy of lease agreement or ownership of property
  3. Accessibility – From 8B (Accessibility adaptation approval) for a business of more than 100 square meters or restaurants with a seating area exceeding 25 square meters, Form 34 (Accessibility declaration).

For businesses with an area of up to 100 square meters or restaurants with a seating area not exceeding 25 square meters, including color photos of the entrance, door, aisles and counters – if there is no reception of the public, there must be a separate letter from the business owner that includes the number of employees.

  1. If the business is a company or corporation, the following course of action is required:

Attach a photocopy of a Registrar of Companies certificate along with a printout of a complete company or corporation query and the office address as registered with the Registrar of Companies.

This certificate must be updated to the day the application is submitted. Certificates can be updated at the Registrar’s offices, 97 Jaffa Street, Clal Center, Jerusalem.

  1. Firefighters’ affidavit for businesses on the approval track on the basis of a Firefighters’ affidavit in accordance with Section 6 of the Business Licensing Law and in accordance with the type of business, its surface area, and additional restrictions set forth in the Business Licensing Order.
  2. In cases of food businesses or restaurants intended for less than 200 people and not serving alcoholic beverages for consumption on the premises, an affidavit stating the non-sale of alcoholic beverages by the business must be submitted.
  3. In cases of food production or restaurants, plans approved by the Health Ministry’s Food Service must be submitted.
  4. If the business requires a backflow prevention facility, a letter from a qualified installer must be presented. If there is no water connection, an exemption from the District Health Office must be presented.
  5. If the business is crowded (such as discos, banquet halls, etc.), a safety plan approved by a qualified safety engineer must be submitted.
  6. If the business has been required to be licensed under different legislation – the approval of the authority set forth in that legislation must be presented (the Ministry of Transportation, the Ministry of Industry, Trade and Labor Gas Authority, the Ministry of Culture and Sports, etc.).
  7. A valid sign license or a letter confirming that a signage license application has been submitted, as well as a simulation of the requested sign.
  8. If you have a preliminary opinion, it must be attached to the application.

Five copies consolidated on a sheet – (a PDF file must be attached). The plan of the business will include:

Identifying information at the top of the plan

The essence of the business – the names of the managers of the business – full address of the business (neighborhood, street, house number, floor, zip code and telephone number) – home address of the business owner, including phone number and mobile phone number – the block and parcel number and datum points – identification of the property as registered in the Municipal Treasury – the signatures of the managers of the business on the plan – the signatures and personal information of the drafter of the plans including license number and ID number – the signature of a qualified accessibility “structure, infrastructure and environment” consultant and a qualified service accessibility consultant on the plan.

 

Environmental Diagram

  • An environmental diagram shall be prepared at a scale of 1:2500 or at another scale, as required by the Licensing Authority or the permit issuer, if necessary, depending on the circumstances.
  • The environmental diagram will include:
  • The block and parcel number in which the business is located, which will be highlighted with a thick line, indicating their number as appearing in the Land Registry pursuant to the Real Estate Law, 5769
  • The parcel numbers of the lots in the vicinity of the parcel in which the business is located up to a distance of 500 meters from the boundaries of the parcel in which the business is located.
  • The roads and streets bordering the parcel in which the business is located, as well as their names.

Detailed Site Plan

  • A detailed site plan prepared at a scale of 1:250 or at another scale, as required by the Licensing Authority or the permit issuer, if necessary, depending on the circumstances.
  • The detailed site plan will include:
  • The area of land, including borders, on which the business will operate, including external walls and fences that delimit it; the boundaries of the business will be marked with a thick line.
  • The location of the business within the building in which it is located and the location of the building within the parcel in which it is located.
  • Water and sewage lines, including drainage lines and septic tanks or cesspits.
  • Tanks of gas, fuel or other hazardous materials related to the business, and the piping for their supply will be marked.
  • Fire extinguishing systems.
  • Rooms and areas that serve the business and which are not adjacent to the business, such as storage rooms and toilets (up to 25 meters from the business).
  • The parking spaces that serve the business, including a space for operational parking as defined in the Planning and Construction Regulations (Installation of Parking Spaces), 1993 for the purposes of using the business.

 

Drawings and cross sections

  • The plan of the business will include a layout drawing, two cross sections and a table as detailed below; the plan of the business will be drafted at a scale of 1:50. If the area of the business exceeds 1,000 square meters, a plan at a scale of 1:100 must be attached. Unless the Licensing Authority has required the plan at a different scale, in special circumstances.
  • All of the following will be detailed in the layout drawing:
  • Restaurants will attach a technical explanation of the production processes and a specification of the exhaust system
  • A color photo of the business front (the photo of the business must be taken sufficiently far from the business in order to see access to the entrance of the business)
  • The internal division of the land on which the business is located and the uses of each part
  • Sanitation facilities that will be in the business, such as toilets and sinks
  • The dimensions of the different areas of the business and the total dimensions of the area of the business
  • Openings and windows of the business, including their dimensions, and including emergency openings and means of access for disabled persons in accordance to the Planning and Construction Law.
  • The sewage system, including sewage treatment systems or grease separation systems and so on, if such exist.
  • Ventilation systems serving the business, including air conditioning systems, systems for the removal of smoke, odor and other pollutants, even if installed outside the walls of the business or on the roof of the building; the Licensing Authority and the permit issuer may require technical data on such systems
  • Garbage collection and removal systems
  • Chimneys
  • Fire extinguishing systems and equipment
  • Monitoring systems and acoustic treatment, if such exist
  • The proposed plumbing and sewage disposal systems and so on, including all parts of the building intended for demolition, when they are marked in the accepted colors as stated in Regulation 9 of the Planning and Construction Regulations (Application for a Permit, Conditions and Fees), 1970
  • Two vertical cross sections, perpendicular to each other, as stated in Sub-Regulation 

Two cross sections as detailed below

  • Vertical cross section through all the service rooms and rooms of the business, showing the height of the rooms of the business and their ventilation
  • An additional cross section perpendicular to the section stated in Section 1 above and showing the heights of the rooms and their ventilation
  • The table will list the areas of the business in square meters, according to their various uses and the floor on which they are located, as well as a summary of the total area of the business in square meters

Additional details

  • In addition to the details listed in Regulations 12 to 14, the Licensing Authority or the permit issuer may require in writing from the applicant that additional details be included in the environmental diagram, the detailed site plan or plan of the business, if deemed necessary
  • The Licensing Authority or the permit issuer may require the applicant to attach to the plan of the business the opinions of professionals in particular matters or additional documents pertaining to the business, if considered necessary for examining the application.
