Born in Galicia. A lawyer by profession. Immigrated to Eretz Israel in
1914. In the years 1934-1945, served as Chairman of the Rehavia Neighborhood
Committee and as deputy mayor. Was a member of the People's Council (as a
representative of the "General Zionists" party) and therefore signed
the Declaration of Independence. When the state was established, he became the
first Mayor of Jerusalem (1948-1951). Related to American author Paul Auster.
