Following the requests of business owners for winter closures within public areas in the city center, and further to the public discussion held on November 5, 2012, during which the principles of Urban Building Plan 8593A, which deal with the winter closures in the municipal boundaries of Jerusalem, were presented, and the setting of provisions and conditions for building permits for erecting screens for protecting diners sitting outside of restaurants from cold during the winter season, a meeting was held on December 9, 2012 in the office of Deputy Mayor Kobi Kahlon, with the attendance of Mr. Yossi Heiman, the municipality director general, who decided on a policy of allowing night covering. In addition, it was agreed that the permits for winter closures would be granted in accordance with the current Urban Building Plan and not the new one which has been submitted to the district committee.
Permits for night covering shall be provided at the discretion of the Business Development Division to businesses which have no outstanding complaints registered by adjacent neighbors (regarding noise, etc.) or other businesses. The goal is to allow a broader policy for implementation of night coverings.
In 2013, the city architect prepared the design principles for night coverings (for implementation starting in the winter of 2013-2014).
