Submitting a Business License Application

Dear business owners, thank you for choosing to establish your business in Jerusalem. We wish you much success.

In order to speed up the licensing process requested by you, this booklet contains guidelines for submitting the application. Please read it carefully and act accordingly.

Submission of Documents and Approvals

Submission of documents including approvals to be submitted along with the application.

Fill out and attach the following documents:

  1. Submitting a construction plan for the business in Hebrew

    Five copies of the construction plan should be submitted – all printed on one accordion-folded sheet, including a vicinity plan at a scale of 1:1250, and a survey map at a scale of 1:250, which clearly note the location of the business and include a photograph of the business's façade.
  2. Application Form for a Business License (can be obtained from the Division's offices or from the municipal website)
  3. Photocopy of the property lease or ownership contract.
  4. If the business is a company or a corporation, do the following:
     Attach a copy of a certificate from the Registrar of Companies, including a full query printout for the company or corporation, and the office address registered with the Registrar of Companies. This certificate must be current to the day of the application submission. Updating the certificate can be done at the Registrar of Companies offices, Klal Center, 97 Jaffa Road, Jerusalem.
    List the names, addresses, and ID numbers of the company's directors (from the full query).

  5. Submitting an accessibility survey for people with disabilities (see Infrastructure & Environment Structures + Services for small businesses under 100 sq. meters and restaurants whose seating space is less than 25 sq. meters, submit: Form 34 plus a declaration signed by an attorney
  6. In the event a licensing requirement is imposed according to other legislation, the other Authority's approval as prescribed in that legislation must be provided (Ministry of Transportation, Gas Authority at the Ministry of Industry & Trade, Ministry of Culture and Sports, etc.).

  7. In the case of food production, bring plans approved by the Ministry of Health's Food Service.
  8. If the business requires a facility to prevent backflow, approval must be brought from a certified installer or an exemption from the local health office.
  9. If the business is planned to cater to large crowds of people (such as: discotheque, event halls, etc.), a safety plan approved by a certified safety engineer must be submitted.
  10. Businesses that require an evaporation system must submit system specifications for approval by the Jerusalem Municipality's Department of Environmental Quality (Mr. Avi Shapira, tel: 02-6298189), technical specifications form.
  11. Valid signage license or approval of submission of the application for signage, including an image of the requested signage.
  12. In the event that the entrepreneur has a Preliminary Opinion, attach it to the application.
  13. Change in Ownership according to Section 31A:


    A business owner who signs a declaration according to which there is no change in the business's essence and/or the structure (see section 1.1.3 A below) – will receive a temporary 3-month permit.

    When filling out and submitting an application for a business license the reason for the application for a change of ownership should be noted, along with documents attached as listed in Section 1.1.3 below.

    Attention - A rejection letter will automatically cancel the temporary permit granted to the business owner.

Submitting Business Construction Plans

​Construction plans for the business must be submitted in five copies – all printed on one accordion-folded sheet, including a vicinity plan at a scale of 1:1250, and a survey map at a scale of 1:250, which clearly note the location of the business and include a photograph of the business’s façade.                 

​Please attach a pdf of the business construction plan on a CD.

 

Identifying information to be listed at the head of the plan:

  1. Nature of the business.
  2. Names of the business's managers.
  3. Full address of the business: neighborhood, street, house number, floor, zip code, telephone number.
  4. Business owners' residential information, including phone and cell numbers.
  5. Block and lot numbers, as they appear in the lot/block map.
  6. Property identification number as listed in the Municipality's treasury (can be found in the Arnona - city tax - account).
  7. Signature of the business managers on the plans.
  8. Signatures and personal information of those involved in drafting the plans (architect, engineer, practical engineer), including their professional license numbers.
  9. Signature of an accessibility advisor (Buildings, Infrastructure and Surroundings) on the plan.

Drawings and Sections:

  1. Business plans at a scale of 1:50 with marking and detailing of all places constituting the business and their uses.
  2. Cross-sections of all places constituting the business, including restrooms and storage.
  3. In the case of restaurants, attach a technical specifications form to the plans.
  4. In the event the business space is more than 1000 sq. meters, a plan at a scale of 1:100 can be attached.
  5. For businesses that require an allocation of parking spaces, include a plan of the parking spaces.
  6. Picture of the façade of the business (on the business plan).

Sanitation System:

Note details of the sanitation system and its connection to the municipal sewage system on the plans, including facilities to protect water and sewage systems from contamination.

General Information about the Business:

Technical specs as part of a sanitation plan for restaurants
The chimney height above the roof of the building, including a cross-section view, and the location of facilities for preventing air pollution, must all be marked on the plans.

The exact location of machines, furnishings, and all other equipment including tables, cabinets and shelves, ventilation systems, filters and fire extinguishing systems must also be marked on the plans.

In hotels, boarding houses, hostels, and similar buildings, the number of beds in each room must be noted.

  1. Safety Plan (2 copies) – Plan and a descriptive explanation.

  2. Accessibility Certification (Buildings, Infrastructure, Surroundings + Service).

  3. Certification by a construction engineer of the building’s stability.

  4. Plan of the parking lot, including a parking space calculation table.

  5. Technical details of the kitchen’s air filtration systems.

  6. At event halls and garden venues in which food is served from an outside source, the food supplier's production license will be required.

  7. Certification of a working form of dual-use (electric with battery backup) emergency lighting by a certified electrician.

  8. PA system that works via an independent electrical and power network.

  9. Dual-use (electric with battery backup) signs.

  10. Emergency exit door locks.

  11. Safety operative order.

  12. Approval of connection to an authorized monitoring center, Level A

  13. Metal detector gate and a system for counting customers (in the case of clubs only).

  1. Approval 1337 for an alarm system, approval of working order of panic buttons and detectors.

In order to continue with the licensing process, the business must submit approval by additional government offices according to all relevant legislation in accordance with the requirements of the Business Licensing Order (Ministries of Transportation, Education, Gas Authority, Sport Supervisor).

Licensing Fees

​Details regarding the various licensing process fees                 

Payments and fees:

  1. From on April 1, 2012, the Ministry of the Treasury will update the Business Licensing fees in accordance with updates made to the Consumer Price Index.
  2. For a new license, temporary permit, or preliminary opinion, the licensing fee will be NIS 324.
  3. For a second license/temporary permit that has been lost or damaged, the fee will be NIS 162, as applicable.

Fee Payment:

The licensing fee can be paid with a credit card at the offices of the Licensing Authority or using a payment voucher at the Post Office or at banks.
